They are required to pay like anyone else, but some looked shady. Some people were living in their cars/vans/homemade tents. One car pulled in stayed a few hours then dumped 4 large bags of garbage. (Grand Central Station) Saw cars pulling in, doors open, items transferred, or people sitting in cars for long time with engines running, worst yet sitting in cars with loud music. This place is totally open at night with cars driving through at all hours.
